Perhaps the most difficult permitting issues for retrofit projects involve impacts to wetlands, forests and floodplain alterations. Many of these impacts are either unavoidable or necessary to achieve reasonable storage targets. The primary issues that the permitting agencies are looking for is to ensure that the impacts have been minimized to the maximum extent practicable and that the benefits of the proposed project are clearly recognizable.
